The game places players in a surveillance post across the street from an apartment building in the fictional city of Z. From a makeshift headquarters and a monitor setup, players view residents through binoculars and other observation tools to follow daily routines and investigate suspicious behavior.
Gameplay focuses on collecting and organising evidence. Players can take photos, record video, listen to conversations, obtain documents, and add items to an evidence board. The game also allows upgrades to the surveillance setup and provides a system for submitting reports to in-game authorities.
Decisions by the player determine what information is shared with officials and can affect the lives of the residents under observation. The game presents conflicting and incomplete information; interactions with suspects and further investigation may change initial impressions.
