The proposal calls for clearer legal protections so a paid digital copy cannot be withdrawn from a purchaser’s library without remedy or compensation.

Supporters point to the widespread use of end-user license agreements in digital sales. Those contracts often allow publishers to restrict use, enforce digital rights management and retain control over access. Advocates say those terms can lead to consumers losing access when online services shut down or when publishers delist titles.

The campaign did not present a full legislative plan. It proposed changes to consumer-contract law and asked digital storefronts to disclose access rights and limitations at the point of sale.

Publishers and platform operators argue that licensing models are needed to manage multiplayer services, enforce anti-cheat systems and support ongoing content updates. Legal experts say expanding ownership rights would require reconciling technical issues, such as server-dependent features, with contract law and intellectual-property rules.

The debate reflects broader questions about ownership of digital content across games, music, film and ebooks. Courts and regulators in several jurisdictions are considering how to balance user rights and rights-holder control in a digital marketplace. High-profile instances of games or online services becoming partly or fully inaccessible after server shutdowns have added focus to the issue.

Grand Theft Auto and its logos are trademarks of Take-Two Interactive. No official affiliation with the game’s publisher or developer has been claimed by the campaign.

Jean-Luc Mélenchon cited GTA 6 during
