Rockstar Games proposed converting Miami‑Dade County’s airport and seaport into playable locations for Vice City, the Miami‑inspired setting of Grand Theft Auto VI, and presented the plan to county representatives earlier this year.

The outline shown to county staff described using county terminals, runways, cargo zones and dockside facilities as reference to recreate authentic transport environments in the game. The company sought permission to include recognizable features of the airport and port in the game map and missions.

Rockstar representatives met with county officials to explain how the sites could be used for player activity, narrative scenes and multiplayer content. The materials presented detailed which types of areas the studio planned to model and the intended level of visual similarity to existing facilities.

County staff reviewed the proposal with attention to intellectual property, operational security and the portrayal of official symbols and facilities. Officials requested clarification on whether real names, logos or specific operational details would appear in the game and asked how sensitive information would be handled.

If the county permits the use of its sites as reference, any agreement would likely include terms on usage rights, limits on data sharing and restrictions to prevent disclosure of security‑sensitive details. Discussions also covered whether local stakeholders would be consulted and the potential economic or promotional effects of the depiction.

The Grand Theft Auto series has a history of adapting real cities into fictionalized game worlds; Vice City has long served as the franchise’s Miami analogue. Rockstar has not disclosed any final agreement with Miami‑Dade County.

County officials confirmed that the proposal remains under review and will proceed through standard legal and security assessments before any authorization or partnership is finalized.
