Rockstar Games developed the title. The studio has supported prior Grand Theft Auto releases with extensive post-release online content and optional purchases. Grand Theft Auto V included a persistent online mode that generated sustained revenue through optional in-game transactions.
For players, the announced launch configuration means the base single-player game should be accessible without immediate additional costs tied to in-game economies.
