Miami-Dade Rejects GTA 6 ‘Vice City’ Marketing Deal

Miami-Dade County officials oppose a proposed marketing partnership linking county promotions and channels to Grand Theft Auto 6’s Miami-inspired Vice City, citing content and legal concerns.

Miami-Dade County commissioners and staff raised opposition during briefings this month to a proposed marketing partnership that would tie county promotions to Vice City, the Miami-inspired setting of Grand Theft Auto 6.

The initial pitch proposed co-branded marketing, promotional events and use of county communication channels to highlight Vice City-themed attractions. Officials said concerns focused on associating official tourism and economic outreach with a franchise that depicts crime and violence.

County legal counsel identified questions that must be resolved before any contract drafting: intellectual property rights, indemnification, liability, the use of county assets and the financial terms of an agreement. Procurement staff said a clear legal framework would be required to limit potential costs or litigation.

Members of the tourism and economic development teams outlined potential benefits, including increased visitor interest and short-term boosts to nightlife and cultural attractions. They said those outcomes would need to be weighed against reputational and community standards concerns.

Community responses submitted to county offices were mixed. Some business leaders signaled interest in activities that could draw tourists, while family and civic groups said they were uncomfortable with official ties to a property criticized for glamorizing criminal behavior. County staff reported receiving complaints and expected additional public comment if the proposal advanced.

Officials said any formal proposal would go through further review by procurement, legal and communications teams, include public meetings and could require a vote by the county commission. No contract has been finalized and leaders said they will not proceed until outstanding issues are addressed.

Grand Theft Auto is developed by Rockstar Games and published by Take-Two Interactive. The series has generated attention for its depiction of crime and adult themes while achieving strong commercial success. Vice City is a fictional city inspired by Miami and has appeared previously in the franchise.

The Miami-Dade review will focus on legal, financial and reputational factors that typically guide municipal partnerships with entertainment companies, along with feedback from residents and local organizations.
